As access to mental health programs has been seriously impacted by diminishing funding, jails and prisons have, unfortunately, become the default primary health care providers for an increasing number of people. Current state and federal figures reveal 11-20% of the total San Francisco jail population is receiving psychiatric treatment services at any given time.

In response to this need, HAFCI's Jail Psychiatric Service (JPS) staff work inside San Francisco's six jail facilities to provide a wide range of treatment options including evaluation and assessment, crisis intervention, individual and group treatment, referral for hospitalization, day treatment programs, and aftercare services.

JPS has adopted a hands-on, street-based case management focus that is helping the chronically mentally ill maintain stability and health in the community. Case management focuses on basic needs, including food and housing, clothing, mental health treatment, and money management. Additionally, JPS helps the client navigate the community social service system.
